What is the difference between the DHS Homeless Programs Office (HPO) and the Statewide Office on Homelessness and Housing Concerns (SOHHS)?
HPO administers State and federal funding for a range of contracted core homeless service programs, including shelter, homeless outreach, civil legal services, rapid rehousing, permanent supportive housing, housing placement program, and the state homeless emergency grant program. In contrast, the SOHHS is primarily a policy and coordinating entity that administers the Hawaii Interagency Council on Homelessness and coordinates interagency efforts at a State level across executive departments, in addition to piloting innovative new approaches such as the Kauhale initiative. To learn more about SOHHS, visit their website at https://homelessness.hawaii.gov.
